The character?s vision is somehow impaired. At -5 points the character's eyes are less than 20/20: he may be short or long sighted, night blind (trouble differentiating shades) or colour blind. At -10 points, the character is extremely long/short-sighted, and while they may be classed as legally blind, may still be able to distinguish shapes and movement if not details (or, the character may only have one eye - this affects depth perception and field of vision).
The characters PER cannot exceed 8 for visual rolls. The character still has other senses intact. At -20 points the character is completely blind. The character cannot roll PER for vision; his other senses may be elevated slightly.
Add 2 to PER on all rolls involving hearing or touch. Refer to the rules for darkness in the Kult rulebook for how to deal with such characters.
